Upward Bound is a federally funded TRIO Program through the Department of Education. The program’s primary mission is to assist college-bound high school students develop the skills required to pursue and complete a postsecondary education. Upward Bound with its sibling programs are funded through the Higher Education Act of 1965.

For more than 35 years, TRIO Programs have been helping students complete high school, enter postsecondary programs, and successfully graduate. Upward Bound also works in partnership with local area schools to help students achieve their postsecondary educational goals.

The Upward Bound Program consists of an academic year component which includes, postsecondary planning and a six-week summer session annually where participants enroll in classes to improve their skills and participate in career exploration/self-development exercises. Additionally, a multitude of cultural and recreational activities are offered. Students receive a weekly stipend contingent upon attendance, academic performance and effort, and a positive attitude. The services available are the following:

  • Weekly after school tutoring
  • Individual academic advising
  • College and university campus tours
  • Career exploration activities
  • Academic advisement
  • Social and personal development
  • Intensive instruction in core-curriculum subjects on Saturdays
Summer Residential Program
  • College experience
  • Six-week college campus academic enrichment
  • Summer career exploration
  • Wiley College Senior Bridge Program (earn up to eight college credits)
  • Athletic enrichment activities
  • Core-curriculum classes taught by college professors and certified high school instructors
  • Weekend field trips and recreational activities
Additional Services
  • Assistance with college selection, admission, housing
  • Assistance with completion of financial aid paperwork and scholarship searches
  • Parent/student workshops
  • ACT/SAT test preparation
  • TAKS practice exam tutorials
  • Study-skills and test-taking strategies workshops
  • Library reading program
  • Mentoring program
  • Technology workshops
Upward Bound Activities:
  • Upward Bound Student Council
    The Upward Bound Student Council is the students’ voice in the activities, policies and services of Upward Bound. The representative is responsible for bringing issues of concern, as well as possible solutions, to student council meetings.

  • Upward Bound Choir
    The Upward Bound choir will perform at various activities and during High School Day at Wiley College.

  • Upward Bound School Reporters
    Upward Bound reporters are students from participating high schools with the responsibility to provide information about upcoming activities, reminders as well as student news columns that will be in the Upward Bound newsletter.

  • Upward Bound Basketball Team (Girls and Boys)
    Upward Bound basketball team will compete in tournaments with other Upward Bound Programs in East Texas.

  • Upward Bound Cheerleaders
    Upward Bound cheerleaders will cheer at all Upward Bound basketball games, perform during the half-time show at the Shreveport-Bossier Battlewings Arena Football Game and at special games at participating high schools.

  • Miss Upward Bound Pageant
    Upward Bound participants who are interested in being Miss Upward Bound will compete in a pageant for this title. Miss Upward Bound will be expected to speak at all Upward Bound activities and participate in special events at Wiley College.
Upward Bound Eligibility:
  • Currently a freshman or sophomore at Elysian Fields High School, Karnack High School, Marshall High School, and Waskom High School
  • Currently in the 8th grade at Marshall Junior High
  • U.S. citizen or permanent resident
  • 2.0 grade point average
  • Score of below 70 on the TAKS reading/language arts or mathematics
  • Meet the federal income guidelines
  • First generation (parents and/or guardian do not have a bachelor’s degree)
  • Need for academic support
  • Desire to pursue a college education
Upward Bound Expectations:
  • Maintain satisfactory academic progress
  • Attend all scheduled Saturday sessions
  • Maintain a positive attitude toward academics
  • Attend all scheduled workshops and activities
  • Abide by the rules and regulations of the program
  • Attend and complete the six-week residential component
  • Parental support and consent
Cost:
The Wiley College Upward Bound Program is FREE to eligible participants.

Transportation:
Transportation will be provided for participants who attend Elysian Fields High School, Karnack High School and Waskom High School.

How to Apply:
Obtain applications by contacting your school guidance counselor or call the Upward Bound office at (903) 927-3365. Once completed applications are received, the applicant is contacted to schedule an interview. Upward Bound enrollment/selection is a competitive process.
